    Senator Palumbo moved to amend the bill on page two, section twenty-three, by striking out all of lines six through twenty-two and inserting in lieu thereof the following:

§23. Right of the people to hunt, fish and harvest game.

    The people have a right to hunt, fish and harvest game, subject to such rules promulgated by the Natural Resources Commission and rules and restrictions as the Legislature may prescribe by general law.

    Resolved further, That in accordance with the provisions of article eleven, chapter three of the Code of West Virginia, 1931, as amended, such proposed amendment is hereby numbered “Amendment No. 1" and designated as the “Right of the People to Hunt, Fish, Harvest Game in West Virginia Amendment” and the purpose of the proposed amendment is summarized as follows: “The purpose of this amendment is to protect the right of West Virginians to hunt, fish, and harvest game.”
